Rather than face the reality of today's immigration crisis, the Senate has enacted a terrible bill that once again puts the interests of the American people last.
The bill's cost is staggering, the administrative burdens crushing and the consequences for the cohesion of the future American nation -- no longer bound by a common destiny of the rule of law -- are severe. Illegalimmigrants.org stridently opposes any compromise with the House on this irresponsible and arrogant bit of legislating. The American people have been demanding that their elected officials take action to limit illegal immigration first by securing our borders, then by addressing guest worker reform. Unfortunately, this bill reversed those priorities. Rewarding illegal immigrants with amnesty without taking adequate steps to secure our borders is the wrong way to address this problem.
America is a welcoming nation that was built by immigrants, but it is also a nation governed by the rule of law. Rewarding illegal immigrants with a clear path to citizenship and voting rights is unfair to the millions of individuals who immigrated to this country legally. This approach will also make the problem of illegal immigration worse, which is precisely what happened after Congress passed a similar law in 1986. It is impossible for Congress to accurately assess our need for guest workers before we have taken the steps necessary to secure our borders. It is important for Congress to understand that the public will not trust them on this issue until our borders are secure. Once they take that step, I believe the American people would support a compassionate and common sense plan for dealing with our need for guest workers and the 12 million illegal immigrants who are already here. It's hard to justify legislation that would reward millions of law-breakers, attract more illegal immigrants, and futher depress American workers' wages. The Senate bill may be good for other countries and foreign workers, but it's not good for America and American workers.
The American people expect Congress to secure our borders and stop the flood of illegal immigration, and House Republicans responded by passing a strong border security bill that re-establishes basic respect for our immigration laws.
Now that the Senate has passed a bill we can wipe our butts with, we owe it to the American people to seek common ground on responsible solutions, while always stressing our most important priority is to secure our borders and stop illegal immigration.
That, since taking office, the Bush administration and its appointees at the Department of Homeland Security have consistently sabotaged efforts to deal with illegal immigration: killing successful interior enforcement efforts, failing to meet promised Border Patrol hiring and funding objectives, turning a blind eye to Mexican government meddling in America?s internal affairs and, perhaps most spectacularly of all, reversing the Clinton administration?s already shamefully modest efforts to guarantee workplace enforcement.
Don't be fooled: Bush has no intention of cleaning up the mess at the border. I personally am sick and tired of this feckless President lying through his teeth to appease ILLEGAL IMMIGRANTS. That all of this has been done despite strong voter opposition to current immigration ?policy? and with complete disregard for its consequences for a whole array of pressing public issues: the threat to national security, rapid population growth and demographic transformation, downward pressure on native born wages, the burgeoning illegal alien crime wave, deteriorating public services and increasing tax-payer burden and, last but not least, the prospects of all this for social solidarity and national identity in the 21st-century.
By regularizing the status of the 10 to 20 million illegals presently residing in the country, the legislation presently before the Senate will simply serve as an incentive to yet more illegal immigration, sending a green light to a new wave of would-be border crossers at the same time it gives unscrupulous employers a new incentive to underbid the market.
The status quo is unacceptable, and illegal immigration NEEDS be the issue that decides the 2006 Congressional and 2008 Presidential Elections. However things go in coming weeks, this is a decisive moment for the country. Bush?s reckless support for amnesty has cost him but it is a price he?s willing to pay.
The recent immigration protests nationwide and in Houston have brought the issue to the forefront, provoking strong reactions from millions of Americans. The protesters' cause of open borders is not well served when they drape themselves in Mexican, Guatemalan and Honduras flags and chant vulgar slogans of "La Raza" and " Movimiento Estudiantil Chicano de Aztlan " in Spanish. If anything, their protests underscore the Balkanization of America caused by widespread illegal immigration.
The status quo is unacceptable, and illegal immigration NEEDS be the issue that decides the 2006 Congressional and 2008 Presidential Elections.
We're often reminded that America is a nation of immigrants, implying that we are coldhearted to restrict immigration in any way. That simply is not the case.
While cheap labor certainly benefits the economy as a whole, when calculating the true cost of illegal immigration we must include the cost of social services that many new immigrants consume - especially medical care.
Birthright citizenship sometimes confers the benefits of being American on people who do not truly embrace America. We need to allocate far more resources, both in terms of money and manpower, to securing our borders and coastlines here at home. This is the most critical task before us both in terms of immigration problems and the threat of foreign terrorists.

Vicente Fox has helped create an increased appetite for socialism (not that Mexico ever had a true understanding of freedom and republicanism), and the next Mexican leader is certain to finish the job. Fox has done more than turn his own country leftward. He has superintended over the biggest invasion of the United States in our country?s history. That?s right, invasion! A close, personal friendship with President George W. Bush has given Fox the opportunity to purposely allow (or even send) millions of criminals, thugs, anarchists, and potential terrorists (including Arabs) to swarm over our southern border in breathtaking numbers. (Nearly half of all illegal aliens currently living in the U.S. came here since Bush became president in 2000.) While Mexican President Fox encourages and even promotes massive illegal immigration to the United States, his own country?s Constitution in Chapter 3, Article 33, states, " The Executive of the Union has the exclusive right to expel from the national territory, immediately and without necessity of judicial proceedings, all foreigners whose stay it judges inconvenient.
We can either deal with the illegal immigration problem now as described above or we will certainly deal with open civil war in the very near future.
Calling an illegal immigrant an "undocumented worker" is like calling a burglar an uninvited house guest. The U. S. Department of Homeland Security and their " Secure Border Initiative " (SBI), which is a comprehensive multi-year plan to secure America's borders and reduce illegal immigration, is the largest smoke and mirror campaign the Federal Government has come up with since the 9-11 tragedy. Ms. Napolitano's visit to New York last week was accompanied by protests against federal policy on illegal immigration.
The administration recently undertook audits of employee paperwork at hundreds of businesses, expanded a program to verify worker immigration status that has been widely criticized as flawed, bolstered a program of cooperation between federal and local law enforcement agencies, and rejected proposals for legally binding rules governing conditions in immigration detention centers.
Under Ms. Napolitano, immigration authorities have backed away from the Bush administration's frequent mass factory roundups of illegal immigrant workers. Federal criminal prosecutions for immigration violations have actually increased this year, according to a study by the Transactional Records Access Clearinghouse, a nonpartisan group that analyzes government data.
In April, there were 9,037 immigration cases in the federal courts, an increase of 32 percent over April 2008, the group found. Ms. Napolitano said in the interview that she would not call off immigration raids entirely as some Hispanic lawmakers have suggested. "We will continue to enforce the law and to look for effective ways to do it," she said. "That's my job." Ms. Napolitano, who as governor of Arizona sparred with Republican legislators seeking tougher steps against illegal immigration, said she was looking for ways to make enforcement programs inherited from President George W. Bush less heavy-handed. She also wants to put the enforcement focus on illegal-immigrant gang members and convicts and on employers who routinely hire illegal immigrants so as to exploit them.
Immigration authorities have started audits of employees' hiring documents at more than 600 businesses nationwide.
Ms. Napolitano has expanded a program that runs immigration checks on every person booked into local jails in some cities. She recently announced the expansion of another program, known as 287(g) for the provision of the statute authorizing it, that allows for cooperation between federal immigration agents and state and local police agencies. In extending 287(g), federal officials also drew up a new agreement, which all of some 66 localities currently participating have been asked to sign, that is intended to enhance federal oversight and clarify the priority on deporting those immigrants who are criminal fugitives or are already behind bars.
Separately, the Justice Department has opened a civil rights investigation of Mr. Arpaio's practices. The Obama administration has received support for its immigration position from a leading Democrat, Senator Charles E. Schumer of New York, the chairman of the Judiciary subcommittee on immigration, who will be writing an immigration overhaul bill later this year. In preparation for what is likely to be a furious debate, Mr. Schumer has called on Democrats to show that they are serious about immigration enforcement and is even asking them to stop using the term "undocumented" to refer to immigrants who are here illegally.

ILLEGAL IMMIGRATION IS NOT A VICTIMLESS CRIME Apologists for illegal immigration like to paint it as a victimless crime. In fact, illegal immigration causes substantial harm to American citizens and legal immigrants, particularly those in the most vulnerable sectors of our population--the poor, minorities, and children.
Illegal immigration causes an enormous drain on public funds. The seminal study of the costs of immigration by the National Academy of Sciences found that the taxes paid by immigrants do not cover the cost of services received by them.
Illegal immigration also contributes to the dramatic population growth overwhelming communities across America--crowding school classrooms, consuming already limited affordable housing, and straining precious natural resources like water, energy, and forestland.
BORDER PATROL: NECESSARY BUT NOT SUFFICIENT The Border Patrol plays a crucial role in combatting illegal immigration, but illegal immigration cannot be controlled solely at the border. About half of the illegal alien population is comprised of visa overstayers--people who entered the country legally, but became illegal aliens by their failure to leave the U.S. upon expiration of their visa.
Once entry occurs, there is little chance of detection and virtually no chance of deportation, except for convicted criminals. WHAT CAN WE DO? We need a comprehensive program to end illegal immigration; that means ensuring that people who enter illegally or overstay their lawful status will not be able to obtain employment, public assistance benefits, public education, public housing, or any other taxpayer-funded benefit without detection.
Controlling illegal immigration requires a balanced approach with a full range of enforcement improvements that go far beyond the border. These include many procedural reforms, beefed up investigation capacity, asylum reform, documents improvements, major improvements in INS detention and deportation procedures, limitations on judicial review, improved intelligence capacity, greatly improved state/federal cooperation, and added resources.
WHAT ABOUT THE COSTS? Effective control and management of the laws against illegal immigration require adequate resources. Those costs will be more than offset by savings to states, counties, communities, and school districts across the nation.

For $2,800, Silvia Alfaro said, a well-known immigration lawyer in Salt Lake City promised that her husband would get a green card and her family a shot at their American dream. Ms. Alfaro, a United States citizen, said she told the lawyer, James Hector Alcala, that her husband, Leonel, had lived illegally in this country for 17 years and once was deported. Mr. Alcala promised to take care of everything, she recalled, and he said her husband was a good man. When, at the lawyer's urging, Mr. Alfaro showed up last April at a federal immigration office in Salt Lake City for an interview for a green card, he was immediately taken into custody.
"I am positive Alcala lied to me and stole from me." On July 28, federal law enforcement and immigration officials gathered in Salt Lake to announce the indictment of Mr. Alcala, 41, on charges that since 2005 he had orchestrated a huge immigration fraud operation out of his local law office. Among other things, they said, he promised American companies thousands of temporary work papers, known as H-2B visas, for employees who were living in this country illegally and therefore not eligible for the documents. At one point Mr. Alcala grew so brazen he used the names of professional Mexican soccer players to apply for the visas, said Jonathan Lines, who oversees investigations in Utah for United States Immigration and Customs Enforcement.
In 2000, the Executive Office for Immigration Review, the Justice Department arm that oversees immigration courts, began disciplining immigration lawyers who ran afoul of the law. It has suspended or expelled more than 300 such lawyers from practicing in immigration courts. That has not stopped predatory lawyers from exploiting illegal immigrants and the companies that hire them, most of whom are unfamiliar with the labyrinth of federal immigration laws.
A former president of the American Immigration Lawyers Association, Charles Kuck, who represents some of Mr. Alcala's old clients, says shadowy lawyers emerge any time Congress considers taking up an overhaul of immigration laws.
"There were a lot of people who were getting hurt, who were trying to do things legitimately, but Alcala never explained what would happen to them," said Lance Starr, an immigration lawyer who once worked for Mr. Alcala, but grew suspicious that the firm was breaking the law. "He was telling people, 'I can make you legal quickly and easily,' and for them, it was their only hope." Two years ago, the Florida Immigrant Advocacy Center began a public service campaign in Creole and Spanish, warning people of immigration scams, including those perpetrated by lawyers. Recently, Ms. Little said she was made aware of widespread H-2B visa rackets in Florida. Other cases involving immigration lawyers accused of fraud have unfolded this year across the United States. Federal officials are still trying to untangle the cases stemming from Mr. Alcala's activities, which they say are complex as they are expansive.
Immigration officials are faced with figuring out how to deal with the hundreds, perhaps thousands, of illegal immigrants for whom Mr. Alcala got fraudulent documents, and evaluating which workers and companies were complicit. Other immigration lawyers in Utah may be perpetrating similar scams, Mr. Lines said. In the wake of the Alcala investigation, scores of illegal immigrants who had paid him for help inundated Salt Lake lawyers with phone calls, fearful that their chances for legal residency in the United States were ruined. A Salt Lake immigration lawyer, Aaron Tarin, said his office was dealing with about five cases per week involving Mr. Alcala's former clients. One client is Silvia Alfaro, whom Mr. Tarin now represents in her efforts to salvage her husband's case. "The biggest harm here is that immigration lawyers have traditionally been the only real bridge between immigrants coming to this country and the American dream," Mr. Tarin said. Now seriously, what business owner, manager or decision maker would risk his or her business with such a dumb decision? Let's be realistic. If someone is being paid 60K or 100K a year, the least one can assume is the knowledge of English, education and/or experience and that this person brings added value to a company. Illegal aliens routinely use phony birth certificates, Social Security cards and other documentation that victimize Americans -- many of them newborns and young children.
Any real immigration reform must first recognize the immense harm illegal aliens have caused by committing identity fraud. At a minimum, those who have committed these and associated crimes should have to face justice and, to the extent possible, compensate their victims, at least economically, although there is no adequate recompense for the emotional torment these acts cause. It is the current ability of undocumented aliens to blend into the work world that sustains illegal immigration. Absent the ability to secure gainful employment, illegal aliens would have no choice but to return to their country of origin. In Alabama, our county has so many illegal alien children who get a free ride to school, free breakfast, free lunch and free ride home. Their parents don't pay for ER visits, and they get free food from WIC. A lot of Catholic charities offer free food, help with rent etc.Then you have employer's hiring illegal aliens, which is the reason that many illegals come here. Word of mouth or cell phone is fast and the illegals know which employer's will hire them as day laborer's or working in restaurant's, farms, factories. These employeer's should be fined $100,000. per person per day that they work, it job market would dry up real fast. The second time an employer was caught hiring illegals, they should receive 10 years in prison for each illegal they hire. We have thousands of people out of work who are citizens, American's all, no matter the color of their skin. stop hiring illegals. If you know someone is illegal, call the Feds and turn them in, the job you save may be your own.
Purge your hypocritical ideas from your heart and choose to serve a master who will give you a brighter future. I feel the typical illegal aliens are highly under credited and under respected for their exhibition of character to leave their families in search of work around the world to support them. That isn't common for our own citizens, who seem to feel they are so great and deserving. Keep wasting your taxes making your stupid laws for the weakest people to break and building prisons to house them, or paying for expensive judicial process to enforce them.

Sending a person with bronchitis away to advance into pneumonia and die or infect the population with a virulant form of pneumonia, is also cruel and self-defeating. I don't believe depriving health care to any illegal alien is in our best interests. I read about one illegal alien who gave blood and was found to have a mutated chromosome that resisted diabetes when his blood was analyzed. His blood was priceless. Millions around the world would have benefited if this person could have been found alive and provided scientific researchers with more information.

They are a major drag on our educational system and cut the time that teachers have for citizen children in half. Their parents refuse to learn or speak English, are not involved in their child's education.

While acknowledging that the recession makes the political battle more difficult, President Obama has pledged to create a path to citizenship for the estimated 12 million illegal aliens -- the majority of whom are from Mexico -- currently residing in the country.
Obama's Secretary of Homeland Security, Janet Napolitano, has even bizarrely claimed that illegal immigration, itself, is "not a crime" and that the "real evildoers" are "employers who. hire illegal labor." Napolitano is wrong on both counts. U.S. immigration law states that any alien who enters or attempts to enter the United States at any time or place other than as designated by immigration officers shall, for the first commission of any such offense, be fined under Title 18 or imprisoned not more than six months, or both. As for "evil" Americans who employ these criminals, the problem which Napolitano neatly sidesteps is that the vast majority of illegal aliens also compound their disregard of U.S. immigration law by using fake documents that are often difficult, if not impossible, for employers to spot without help from the federal government. Illegal aliens routinely use phony birth certificates, Social Security cards and other documentation that victimize Americans -- many of them newborns and young children.
A Center for Immigration Studies report debunks three common misconceptions: that illegal aliens are "undocumented"; the transgressions committed by illegal aliens to obtain jobs are minor; and illegal-alien document fraud and identity theft are victimless crimes.
The CIS report quotes experts who say that approximately 75 percent of working-age illegal aliens use fraudulent Social Security cards to obtain employment. The overwhelming majority (98 percent) of these Social Security number thieves use their own names with stolen numbers.
Obviously, when illegal aliens use Social Security numbers or other documents belonging to American citizens, the damage can be substantial.
The true owners risk being saddled with the illegal aliens' credit, arrests and medical records.

Any real immigration reform must first recognize the immense harm illegal aliens have caused by committing identity fraud. At a minimum, those who have committed these and associated crimes should have to face justice and, to the extent possible, compensate their victims, at least economically, although there is no adequate recompense for the emotional torment these acts cause. It is the current ability of undocumented aliens to blend into the work world that sustains illegal immigration. Absent the ability to secure gainful employment, illegal aliens would have no choice but to return to their country of origin. Deportation of illegal aliens would undoubtedly be expensive, but then, the American taxpayer is currently funding a costly web of social services such as schools, clinics, hospitals, unemployment services and other social safety net agencies. Weighed against these costs, it's entirely possible that deportation would begin to look a great deal more attractive.

As far as "legislative history," either (1) HR 3200's authors and supporters intend to block benefits and subsidies to illegal immigrants, or (2) Rep. Frank will say anything to bitter rubes grasping their guns and Bibles, knowing that his misrepresentations won't mean anything once the legislation is passed.

The cost of treating illegal aliens amounts to nearly $11 billion a year, according to calculations done by the Federation for American Immigration Reform (FAIR), a non-profit group that opposes illegal immigration. That cost is not expected to go away if a health insurance reform bill becomes law. "If you're in this country illegally, should you be able to get health care?" CNN's John King asked Pelosi. "No, illegal immigrants are not covered by this plan," she replied. "And so what happens to a public hospital then, if they walk into the emergency room? The hospital I was at this week, they said, you know, they do 6,000 births a year there and 70 percent of them are for undocumented," said King.
Each anchor baby costs taxpayers an estimated $10,000 each on average, Martin said. These costs are usually paid through Medicaid, the federal program designed to aid America's poor. "It's the same as any other Medicaid birth, it's the delivery expenses that average in the neighborhood of about $10,000 per delivery," he said. Emergency room care for adults is another "significant" part of illegals' overall burden, Martin said, one that is primarily borne by states, which subsidize the hospitals whose emergency rooms must treat illegal immigrants, no matter how minor their illness might be. "It's a fairly significant contribution," Martin said, "it comes out of the pocket of the states for the most part because of the fact that it is not covered by Medicaid. The federal government has had a program of partial reimbursement of those expenses but that hasn't been renewed. It didn't begin to cover those expenses." That $10.7 billion is not spread evenly throughout the country, Martin explained, but is borne primarily by states with high populations of illegal aliens -- states such as California, Texas, and Florida.
"The current health care bill is looking as if it is leaving a very large loophole for medical coverage being provided to illegal aliens," Martin said. "There's one provision that says they won't be eligible, but the current legislation as it's being written does not establish any system of verification as to whether or not a person is legal or illegal."
I for one, am sick and tired of these ILLEGAL ALIENS snubbing their nose at our immigration laws and the many other laws of this Country. Beyond that, as the CRS report notes, everything is left in the hands of the Health Choices Commissioner. House Democrats defeated all attempts in committee to add an enforcement mechanism that would require proof of citizenship or legal residency for those getting subsidies. CRS also notes that "undocumented aliens" who have a "substantial presence" in the U.S. would be required to buy health insurance (page 4) through the exchanges in HR3200.?? They would also become eligible for "emergency Medicaid," although not normal Medicaid (page 6) for up to five years. What about Section 246, which I said would prevent the spending of money on illegal aliens??? The CRS analysis is less than impressed with that portion of the bill.?? Section "246 would bar unauthorized aliens from receiving any premium or cost-sharing credit," it says, but that may be hard to enforce.?? It also states later that "absent of a provision in the bill specifying the verification procedure, that the Commissioner would be responsible for determining a mechanism to verify the eligibility of noncitizens for the credits" or in other words, HR3200 fails to provide it entirely.?? I gave it a little too much credit, apparently, more than Congress' own analysts do. Be sure to read it all.?? If Congress tells us that no money will go to cover illegal aliens, we can show them the CRS report and ask them to stop spreading myths.

For those who don't know, an affidavit is nothing more than a statement, signed in front of a Notary Public. They were going to accept as conclusive evidence of 2-year residency a piece of paper from the illegal, saying "I swear that I've lived in the U.S. for two years."

The proposed reform requires that individuals carry health insurance, and the language in the current bill may obligate undocumented immigrants to get health insurance, too, the Congressional Research Service report concluded. It boils down to terminology. Those living in the country illegally are classified as such under immigration law, but the bill uses tax law terms that identify foreigners as either resident or nonresident aliens.
Nonresident aliens would be exempt from the required coverage, but undocumented immigrants who live in the United States for a certain amount of time during the year would be classified as residents.

Since our government can't manage the existing immigration laws, are we confident they will be able to manage a much larger "comprehensive immigration reform?" Because our government has at all levels failed to control illegal immigration, legislators are now addressing the problems at their local levels with bills to manage it incrementally, piece-by-piece, rather than trying to fix the national crisis at once--an impossible task. What most Americans are now demanding is to secure our borders, enforce the existing laws equally with no sanctuary status, punish employers who violate the law, remove incentives by curbing social services and pressure Latin American leaders to create a stronger middle class for their people.
There's nothing "draconian" (according to Sen. Reid) about our immigration laws being enforced, laws which are already the most liberal and inviting in the world.

America is a welcoming nation that was built by immigrants, but it is also a nation governed by the rule of law. Rewarding illegal immigrants with a clear path to citizenship and voting rights is unfair to the millions of individuals who immigrated to this country legally. This approach will also make the problem of illegal immigration worse, which is precisely what happened after Congress passed a similar law in 1986. It is impossible for Congress to accurately assess our need for guest workers before we have taken the steps necessary to secure our borders. It is important for Congress to understand that the public will not trust them on this issue until our borders are secure. Once they take that step, I believe the American people would support a compassionate and common sense plan for dealing with our need for guest workers and the 12 million illegal immigrants who are already here. It's hard to justify legislation that would reward millions of law-breakers, attract more illegal immigrants, and futher depress American workers' wages. The Senate bill may be good for other countries and foreign workers, but it's not good for America and American workers.
By regularizing the status of the 10 to 20 million illegals presently residing in the country, the legislation presently before the Senate will simply serve as an incentive to yet more illegal immigration, sending a green light to a new wave of would-be border crossers at the same time it gives unscrupulous employers a new incentive to underbid the market.
Well I've been pounded by the media before and I'm still rockin' and rollin' and when it comes to speaking the truth I fear not. The truth is that the gutless, gonad-less, milksop politicians are just about to sell out the United States of America because they don't have the intestinal fortitude to stand up and face reality. At least one liberal group - the Center for American Progress Action Fund - is already debunking King's claims. The group this week sent an e-mail to supporters saying the CBO never references how many undocumented immigrants would be covered in the health care bill because the analysis assumes they are not eligible. King said he will offer amendments to the health care bill specifically aimed at blocking access for illegal immigrants, although he doesn't expect his proposals to go anywhere.

He says the bill includes language that indicates that if ANY member of a household is a citizen that ALL members of that household will be covered and there are almost 2 million families in the USA with illegal immigrant parents and US-born children.

Immigration reform. Unless you are African-American (whose forefathers were brought here against their will) or Native American, STFU!!!!!!! Pres. Obama has stated that he will introduce immigration reform next year. I think he should wait until 2011, nearer the election. Republicans will work themselves into a frenzy, frothing at the mouth to appease their "base" by denouncing immigration and further alienating hispanics.

An individual who is residing in a country illegally is known as an "illegal immigrant." Other terms that are commonly used include: undocumented immigrant, illegal immigrant, undocumented alien, unauthorized migrant, illegal migrant, illegal alien, migrant, or undocumented worker.

Some undocumented immigrants entered the country illegally and others entered legally but overstayed the number of days permitted on their visa or violated the terms of their permanent resident card or refugee permit. Regardless of how a migrant got to their new home country, they decided to take a risk and move to a foreign country in search of a better life.
Failure to do so may result in illegal status and deportation. As stated previously, many illegal immigrants obtain their "illegal" status by entering the country illegally.

Under current law, illegal immigrants are eligible for emergency medical services funded through the Medicaid program but are not eligible for normal benefits through Medicaid or the State Children's Health Insurance Program (SCHIP). According to the provisions of the 1996 welfare reform law, legal immigrants are not eligible for normal Medicaid and SCHIP benefits for the first five years they reside in the United States. The Children's Health Insurance Program Reauthorization Act of 2007 (H.R. 3963),passed in the Senate and the House of Representatives, significantly changes the law with respect to both legal and illegal immigrants.
Undermining Welfare Reform: Legal Immigrants and Medicaid. The 1996 welfare reform law (the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, or PRWORA) restricts eligibility of legal immigrants to Medicaid, SCHIP, and other means-tested welfare programs during their first five years in the United States. While H.R. 3963 does not explicitly revoke these limitations, it does weaken their administrative enforcement with the probable effect of allowing large numbers of legal immigrants to receive Medicaid benefits prior to the five-year eligibility threshold. Under current law, a Medicaid applicant who claims that he is a U.S. citizen must provide documentation proving citizenship.
Legal immigrants who are not yet citizens (legal permanent residents) are checked against the Systematic Alien Verification for Entitlement (SAVE) database, which contains information on length of residence and other factors relating to welfare eligibility.
The Express Lane process entirely bypasses the SAVE system now used to determine immigrant eligibility for means-tested welfare. With the Express Lane, an immigrant child who does not claim to be a citizen but who possesses a valid Social Security number (as many legal permanent resident children do) may be automatically enrolled in Medicaid or SCHIP without having his application checked by the SAVE system. States may provide Medicaid and SCHIP to legal immigrant children without determining if they are legally entitled to those benefits.
H.R. 3963 therefore provides a de facto neutering of the limitations on immigrant use of Medicaid and SCHIP enacted in welfare reform. The Express Lane would allow thousands of legal immigrants to receive Medicaid and SCHIP benefits irrespective of the length of their residence in the United States.
H.R. 3963 fails to adequately prevent abuse of taxpayer funds. It increases opportunities for illegal immigrants to obtain Medicaid benefits and for legal immigrants to enroll in SCHIP or Medicaid before living in the U.S. the requisite five years. As such, the legislation is a significant step backward in efforts to prevent welfare fraud.

In addition to maintaining the governor's property, they also tended to the lawn at the house owned by Romney's son, Taggart, less than a mile away on the same winding street. Asked by a reporter yesterday about his use of Community Lawn Service with a Heart, Romney, who was hosting the Republican Governors Association conference in Miami, said, "Aw, geez," and walked away. Several hours later, his spokesman, Eric Fehrnstrom, provided the Globe with a statement saying that the governor knows nothing about the immigration status of the landscaping workers, and that his dealings were with Saenz, who is a legal immigrant from Colombia.

Even as Romney travels the country, vowing to curb the flood of low-skilled illegal immigrants into the United States, some of those workers maintain his own yard, cutting grass, pruning shrubs, and mulching trees. Several hours later, his spokesman, Eric Fehrnstrom, provided the Globe with a statement saying that the governor knows nothing about the immigration status of the landscaping workers, and that his dealings were with Saenz, who is a legal immigrant from Colombia.
The experience of the workers on Romney's property seems far removed from the political rhetoric. The worker in Copado said a state trooper stationed in Romney's driveway once inquired about his immigration status, about six months ago. Saenz, the company owner, who was at the property at the time, told the trooper that the worker was in the country legally, but had forgotten his papers, the worker told the Globe.

Sixty-eight percent (68%) of U.S. voters favor strict government sanctions on employers who hire illegal immigrants, according to a new Rasmussen Reports national telephone survey. That???s up slightly from a couple of years ago.
The Obama administration wants to review the program before deciding whether to endorse it. Seventy-seven percent (77%) of Republicans support strict sanctions on employers who hire illegal immigrants, as do 58% of Democrats and 72% of those not affiliated with either major party.
Seventy-six percent (76%) of white voters think strict sanctions should be imposed on employers who hire illegals, but African-Americans are evenly divided.

Some employers feel they could get away with these human rights violations with illegal immigrants because they wouldn't report their employer out of fear of deportation. Cappelli speculates that the debate might play out differently if proponents were discussing a massive increase in the number of immigrant "doctors, technicians and managers." Bernard Anderson, practice professor of management at Wharton, isn't worried about the economic implications of immigration reform, mainly because he sees it having little long-term effect. For one thing, many of the illegal workers already in the United States are likely to remain, regardless of whether they are offered a path to citizenship. "It's not humanly possible to round up and deport 12 million people," says Anderson, who served as an assistant secretary in the U.S. Labor Department during the Clinton administration. "You hear conservatives rail against amnesty, but not once did I hear them come up with a solution to the 12 million people who are already here."
Two-thirds of illegal workers are concentrated in four industries: farming; personal service; food preparation, hospitality and tourism; and construction. In those industries, he says, immigrants are either filling job vacancies that would otherwise exist, or they are part of what labor economists called "noncompeting groups."
The American older worker cannot retire and now has to work longer to pay for the medical and social services utilzied by the $15K workers. That $15K low-skilled worker does not spend as much money in the economy and the $100K employee. They buy cheap low quality goods and food. They quality of work they do is very poor, but they are hardworkers. All of this is a drain on the American economy and not a contribution. They can pick lettuce and yes, they can pick grapes, but the quality of construction work is very poor and usually end up having to be redone. The fact that English is not required means Americans cannot communicate with them even to try to teach these workers how to do the jobs properly. All of these factors pull the U.S. economy down over the long run. It's funny how the very people that rail against amnesty are the very people who are getting their lawns beautifully landscaped by illegal immigrants or their McMansions tended to by illegal immigrants or their children 'nannied' by illegal immigrants. They might think they hired legal, American companies to provide these services but 'behind the scenes' you will most likely find(drum roll please. ) immigrants. As Bernard Anderson stated earlier in this article, "Two-thirds of illegal workers are concentrated in four industries: farming; personal service; food preparation, hospitality and tourism; and construction."
In other words- most of the jobs that illegal workers 'take' will not even be considered as an opportunity by my legal, unemployed friends! You won't find any of my unemployed citizen friends riding a bike into the next town to get to work. You won't find any of my unemployed citizen friends walking with a lunchbag in their hand- down a sidewalk-less road after cleaning a McMansion. I've had jobs in the industries mentioned above and I've had the priviledge of speaking to these 'illegal immigrants.' I've found that most of them have a 2nd and 3rd job! Yet I have legal, American citizen friends who are 'more skilled' but can't hold down one job. Crunch all the numbers you want- but as Wharton Anderson concluded,". they are not people who are coming here to be on welfare. They are coming here to work."

Research by George Borjas, an economist at Harvard University, has found that, nationwide, the influx of low-skilled immigrant workers from 1960 through 2000 depressed wages and boosted unemployment among comparably skilled African-American males. Cappelli also argues that supporters of the bill have misrepresented the state of the country's workforce in their efforts to secure its passage.
In general, immigrant workers tend to seek out booming cities like Las Vegas, Phoenix and Charlotte, N.C., not places like Detroit and Cleveland that are struggling with unemployment. The effects of these workers on cities are hard to measure: The changes come gradually, and because some of some of the workers are illegal, data can be unreliable.
David Card, a labor economist at the University of California at Berkeley, realized that one Sun Belt city, Miami, offered an ideal natural laboratory for studying the effects of immigration. Miami has long been a haven for immigrant workers, both legal and not.

For $2,800, Silvia Alfaro said, a well-known immigration lawyer in Salt Lake City promised that her husband would get a green card and her family a shot at their American dream. Ms. Alfaro, a United States citizen, said she told the lawyer, James Hector Alcala, that her husband, Leonel, had lived illegally in this country for 17 years and once was deported. Mr. Alcala promised to take care of everything, she recalled, and he said her husband was a good man. In 2000, the Executive Office for Immigration Review, the Justice Department arm that oversees immigration courts, began disciplining immigration lawyers who ran afoul of the law. Instead of doing a bunch of research, knowing full well that no matter what the language, we will be covering illegal immigrants, and knowing that he only tells the truth accidentally, I'll save myself the trouble of wading through that pile of crap.
If President Obama and the Democrats didn't want to cover illegal aliens, then they'd use the figure of 35 million instead of 46 million "Americans without health coverage", backing out the illegal aliens. Both numbers, of course, are wrong they include the Medicaid undercount, Medicaid eligible but not enrolled, health twentysomethings who are invincible and choose to spend their money elsewhere, and persons earning $50,000+ and choosing not to spend their money on healthcare.
Any reform bill is about as likely not to cover illegal immigrants as it is not to cover abortions.

Beyond that, as the CRS report notes, everything is left in the hands of the Health Choices Commissioner. House Democrats defeated all attempts in committee to add an enforcement mechanism that would require proof of citizenship or legal residency for those getting subsidies. CRS also notes that "undocumented aliens" who have a "substantial presence" in the U.S. would be required to buy health insurance (page 4) through the exchanges in HR3200.?? They would also become eligible for "emergency Medicaid," although not normal Medicaid (page 6) for up to five years. What about Section 246, which I said would prevent the spending of money on illegal aliens??? The CRS analysis is less than impressed with that portion of the bill.?? Section "246 would bar unauthorized aliens from receiving any premium or cost-sharing credit," it says, but that may be hard to enforce.?? It also states later that "absent of a provision in the bill specifying the verification procedure, that the Commissioner would be responsible for determining a mechanism to verify the eligibility of noncitizens for the credits" or in other words, HR3200 fails to provide it entirely.?? I gave it a little too much credit, apparently, more than Congress' own analysts do. Be sure to read it all.?? If Congress tells us that no money will go to cover illegal aliens, we can show them the CRS report and ask them to stop spreading myths.

The President promised to ratchet up workplace enforcement, cracking down on those who employ illegal labor. That won?t be hard: under Bush?s leadership, workplace enforcement has plummeted to nearly zero.
Far from ending the black market in illegal labor, Bush?s plan will simply create a parallel market of semi-legal guest workers. Both will compete with Americans for jobs. Bush?s plans for amnesty have already cost him dearly in public opinion polls and are set to cost the Republican Party even more at the next election. It should be clear that the issues at stake here exceed run-of-the-mill politics.

The business lobby for cheap, illegal labor is shortsighted. Illegals are getting selective about the jobs they'll do and how much they're paid. If they're granted legal status they'll demand the same prevailing wages and standards that citizens receive, thereby eliminating one of the key benefits of the business lobby.

During a hearing before the House Committee on Homeland Security the day after the Bellingham raid, Homeland Security Secretary Janet Napolitano distanced herself from the action. Worksite enforcements, she said, should focus "on employers who intentionally and knowingly exploit the illegal labor market."
