Fuhrman, Salt Lake City Field Office of the FBI, announced they are seeking information regarding the disappearance of LOIC J. M. ROGERS. ROGERS, a three-year old child, disappeared from a residence in Kalispell, Montana at approximately 6:30 PM on the evening of January 24, 2007. ROGERS was in the company of his father, MARK ROGERS, around the time of his disappearance. MARK ROGERS was preparing to leave the residence and left his son at the family van for a short period of time in order to retrieve two other children from the residence. Under the Carers (Recognition and Service) Act 1995, both adult and child carers have a right to an assessment of their needs as carers. The preferred intervention should be the provision of services and support to enable the child/young person to remain in the family home with adequate opportunities for their own development activity, unless it is clear from the assessment that this is not possible without causing significant harm to the child. A UASC is an asylum-seeking child under the age of 18 who is not living with their parent, relative or guardian in the UK. Safeguarding & Specialist Services should carry out an Initial Assessment and, where appropriate, a care assessment of needs for every child referred to them by Immigration Services, regardless of their immigration status. Based on this assessment, under the Framework for the Assessment of Children in Need and their Families (2000), Safeguarding & Specialist Services have a duty to provide appropriate support and services to all UASC, as these children should be provided with the same quality of individual assessment and related services as any other child presenting as being 'in need'. In the majority of cases, this assessment leads to them being accommodated. Once UASC become accommodated children under s20 of the Children Act 1989, they are required to be the subject of a care plan (pathway plan at 16+). [1]
Based on conservative estimates, more than 70,000 children go missing in China every year ??? an average of 192 per day. The most common cases occur in poor mountain areas ??? where a family might sell a child for money or buy a son to carry on the family line ??? and in big cities where many migrant workers move with their families to live in crowded temporary housing without proper documentation. Some 600,000 parents are actively looking for their lost children. Their prospects are not good. Only 0.1 percent of those who disappear are ever returned to their parents. According to a 2005 report by the HSE Eastern Region, obtained by Village under the Freedom of Information (FOI) Act, the HSE suspected some of the children who had gone missing from their care were being used for trafficking or prostitution. The report said, "Research in other countries has identified a pattern of traffickers placing separated children in care until they are ready to move them on into illegal employment." It continued, "We cannot underestimate the vulnerability of this group in care." The report said "substantial resources" were required "for the provision of appropriate placement to reduce the risk of young people going missing from the service" and that gardaí had expressed concern about the lack of staff in hostels when they had visited to investigate the cases of missing children.[4]
Advocates for the missing children have called upon the state to create legislation that would offer better protection to at-risk children. This includes correcting abuses of the country???s household registration system ??? which requires every citizen to have an identity card and a registered address. They have also called for families who buy children to be prosecuted. It has been reported that people who buy children have little difficulty purchasing fake birth certificates and household registration cards for them. Another option is to wait for the population census that is carried out every five years. When the census taker discovers the ???extra??? child, the parents have only to claim he is their own child, born outside the strict one-child quota. They then pay a fine ??? called a ???social support fee??? ??? and the child is given a legal identity and household registration. Such ???sympathy??? can be very misplaced. In one story reported by local media, the tearful mother of a child who was found was almost apologetic in requesting the family who bought her child to return it.[2]
According to the police, many crimes involve the kidnapping of children who are then sold in other provinces. Tracking the criminals would require cross-border cooperation, but currently such cooperation between independent provincial police systems is not common. Despite police claims as to how difficult it is to trace child traffickers, there was one surprising case in 2007 in which nine missing children were recovered at once from abductors or the families who had purchased them, after Premier Wen Jiabao voiced concern about these children. This rare breakthrough showed that local police had failed to do their duty until coming under pressure to do so, Beijing lawyer Liu Xiaoyuan pointed out. Some local police have taken steps such as collecting the DNA of parents with missing children. Such data is collected only in certain regions, not nationwide. Parents cite cases in which local police appeared unwilling to use DNA data and refused even to create files on their children???s cases. Facing such obstacles, one group of about 20 families whose children were abducted last year started an unofficial group they call the ???Alliance of Child-seekers.??? A representative of this alliance told the media that police indifference to their plight resulted from concerns over their ???political achievements.??? In other words, if the police put on file cases of missing children and then cannot find those children, it will negatively influence their rate of solving cases and diminish their record of performance.[2]
"No child has legally or diplomatically returned to the United States from Japan." Ogawa fled the country weeks after a King County Superior Court judge approved an agreed parenting plan stating that Sean would split his time between his parents. Hillman has since been awarded sole control of the child, and King County prosecutors have charged Ogawa with first-degree custodial interference essentially accusing her of kidnapping her own child. Sean?? isn't listed at the National Center for Missing & Exploited Children (NCMEC) even though he is abducted. In the article, Ernie Allen, CEO mentions the case of Arathi Bandi who abducted her daughter and went to India in another joint custody case. Neither she nor the child are listed at the NCMEC. Ironically he describes it as a lesser known case. Why aren't these children listed? There are 33 missing children listed under Case Type: Hague Case and 416 under Case Type: Family Abduction but there is no category for International Abductions. [5]
In 1998, a federal law was passed (Cornell Law School, 2007) requiring ISP's to report child pornography to the National Center for Missing and Exploited Children (NCMEC). By 2002, thousands of reports were flooding into NCMEC from those ISP's that chose to comply with the law. Those reports were subsequently sent to federal, state and local agencies for investigation. The large number of reports quickly overwhelmed the small staffs of those few agencies that employed investigators who had the technical expertise needed to investigate Internet crimes.[6] To honor the boy, President Ronald Reagan declared May 25 as National Missing Children's Day. ''He became a symbol of a movement that was developed to help other children like him,'' said Nancy A. McBride, the director of prevention education at the National Center for Missing and Exploited Children, which was founded in 1984. ''Everybody can still picture Mrs. Patz letting this child for the first time go to school by himself, thinking this is a milestone day.''[7] Overlooked are the people who continue to look for Sabrina Aisenberg. The Missing Children's Help Center in Tampa and the National Center for Missing and Exploited Children near Washington have caseworkers trying to bring Sabrina home, just as they have since the day of her disappearance in November 1997.[8]
1.3. REPORTED MISSING
HOUSTON -- Photos of children separated from their parents by Hurricane Katrina have been posted on a Web site by the National Center for Missing and Exploited Children in an attempt to reunite families. Photos of more than two dozen children found in Louisiana were posted on the organization's Web site ( http://www.missingkids.com/ ), together with sometimes scanty information available about them. [9] Research indicates that on any given day there will be 2,100 new missing child cases that are reported to the FBI's National Crime Information Center (NCIC) in the USA alone; many in need of crisis intervention.[10]
Without correcting for same-victim incidents and age, the FBI numbers yield a maximum rate of 1,300 per 100,000 women for the first 18 years of life (1.3 in 1,000 by adulthood), with male numbers considerably lower. A public affairs spokesperson for the NCMEC said that the center does not collect such information, nor has it ever been responsible for collecting national statistics. Nor did the center's use of misleading statistics end a decade ago. In conjunction with its affiliate, the Adam Walsh Child Resource Center, the NCMEC has claimed that as many as 50,000 stranger abductions occur each year, more than 10 times the Justice Department's own questionable estimates. Incredibly, this figure would yield a rate of three disappearances per state per day.[11]
For the first time, the FBI has issued a public accounting of 662,196 lost, runaway and kidnapped children reported by police to state and federal authorities in 2005 in compliance with a 1990 act of Congress. And, the staggering numbers and incidences of child abuse, sexual assaults and sexual predator activities, combined with familial strains and custodial interferences, found in the OJJDP-NISMART 2 research studies facts and figures, and news stories telling about trauma to the family bond, create enough reason to send out a CALL TO ACTION for every citizen from all countries and origins, to contribute what they are able to this important and worthy cause.[10] Local police tend to not punish people who purchase children. The country???s criminal law states that as long as the buyers release the child when its original parents are found, prosecution can be waived.[2]
The children, schools and families select committee of the House of Commons said it was concerned at the number of suspected victims of child trafficking who go missing from local authority care. The extent of the problem has been exposed by the Guardian, which revealed this month that one in eight unaccompanied asylum-seeking children go missing from care around ports and airports. [12]

The United States and three other western nations Thursday urged Japan to sign an accord against parental child abductions, saying scores of children are being held in the country. U.S., French, British and Canadian diplomats launched the rare joint appeal at a U.S. embassy press conference, listing cases of foreign parents who have been unable to see their children in Japan after a breakup or divorce.[5] The United States had received reports of 73 cases of parental abductions involving 104 children in Japan, said Michele Bond, the U.S. State Department's deputy assistant secretary for overseas citizen services. In 29 more cases, all family members were in Japan, but the U.S. parent was denied access to a child after a separation or divorce, she said.[5]
Allen says that while child abductions are a serious problem, parents and children "don't need to be paralyzed by fear." The NCMEC itself has a history of inflating its figures on child abductions. A 1985 center brochure, for example, reports that at least 3,000 people are buried unidentified each year, and that "hundreds of these unfortunates are children." [11] The Department of Justice estimates that "440,000 children are lost or otherwise missing each year, including children abducted by a stranger or acquaintance; children abducted by a parent or family member; and children who are abandonedthrown awayor told to leave home." It also says that "450,000 children and young people run away from home every year."[11]
KATHMANDU, May 13 (Xinhua) -- As many as 16 of the 4,871 children who had gone missing in the last two years were found dead, according to government statistics. Of those who had gone missing 3,093 were later found and 1,778 are still missing from years 2006 onward, The Kathmandu Post reported on Wednesday. "However, the actual number of those still missing could be lower because parents may not have reported to the authorities after children were found," said Laxmi Tripathi, of the Ministry of Women Children and Social Welfare.[14]
The PROTECT Act substantially strengthened federal laws against predatory crimes involving children outside the United States by adding new crimes, increasing sentences, and modifying the burden of proof requirements for federal prosecutors to bring charges. Mahoney's arrest is part of Operation Predator, an ongoing ICE enforcement initiative launched five years ago to target those who prey upon and sexually exploit our nation's children, including Internet pornographers, human traffickers, international sex tourists, and foreign national sexual predators. LOS ANGELES - A Santa Barbara sales representative made his initial appearance in federal court here this afternoon to face federal child sex tourism charges after he allegedly advertised on the Internet site Craiglist.com for a "guide" to help him procure children for sex in Thailand. Michael Patrick Mahoney, 51, was arrested by U.S. Immigration and Customs Enforcement (ICE) special agents at Los Angeles International Airport Saturday night as he boarded a flight ultimately destined for Bangkok, Thailand.[15]

More than 80 people, including 22 children, were killed during the raid. Two years later, Reno wants to help the children again, this time by forming a new federal task force to "coordinate the delivery of federal services to missing children and their families." Those services include a national hotline, FBI investigations, searches conducted by U.S. Marshals and Customs officers, and parcel inspection by the U.S. Postal Service.[11]

When a missing child/young person is found, an interview should take place. This should happen regardless of whether s/he is believed to have experienced, or be at risk of significant harm. A Social Worker and/or a Police Officer should undertake this interview. If the child/young person indicates a wish to be interviewed by an alternative professional, all reasonable efforts must be made to accommodate their wishes. The interview should provide a safe opportunity for the child/young person to discuss any concerns regarding their care, including if they chose to run away from an abusive situation.[1]
Where a child/young person is missing from a Local Authority placement, the Safeguarding & Specialist Services/Police guidance ' Responding to Children and Young People who are Missing from Placement ' is to be followed instead.[1] Most people wish to mentally disassociate themselves from thoughts of dreadful abuse involving helpless children. Law-enforcement investigators must deal with the fact that the identification, investigation, and prosecution of child molesters may not be welcomed by their communities--especially if the molester is a prominent person.[6] To strengthen its actions in favour of children and young people, the European Commission issued a Communication "Towards an EU Strategy on the Rights of the Child" in July 2006.[16]
1.4. MISSING CHILD
The decision requires that in each Member State a series of freephone numbers beginning with "116" be reserved for harmonised services of social value. This includes the creation of freephone number 116 000, used in the case of missing children. In 2006, the European Commission's Directorate-General for Justice, Freedom and Security launched its first Youth Competition, entitled "The European Union and the Rights of the Child". A similar initiative was taken in 2007 with a Youth Competition entitled "The European Union and Non-discrimination" and in 2008 with a Youth Competition entitled "The Right of the Child to Protection". [16] Every case of a missing child/young person/pregnant woman must be considered for referral to Safeguarding & Specialist Services for Initial Assessment of need and, if necessary, child protection enquiries.[1] Where a missing child is subject to a Child Protection Plan and is not found within 20 working days (of initial notification to Safeguarding & Specialist Services) the Review Child Protection Conference must be brought forward to consider whether any other action should be taken.[1] The Winnipeg Police Service and Child Find Manitoba would like to remind parents the importance of being proactive in teaching their children about personal safety.[21] AFTER being abducted to Hong Kong, Shenzhen, Guangzhou and Shanghai for three months, a 16-year-old girl was returned to her parents in north China on May 22. The clue to locating and rescuing her came from a private Website. As Chinese celebrated Children's Day yesterday, this success story, in which police and social groups united, is a reminder of how much work still needs to be done to fight child trafficking.[13]

Some of the responsibility for cyberspace safety and enforcement also lies with those who benefit from advertising on the Internet.[6]
Traditional law enforcement approaches based on community oriented policing theories are not applicable in the area of Internet crimes against children. In a community oriented policing services publication intended to guide police administrators in evaluating their local child pornography problem, writers Wortley and Smallbone (May 2006, p. 29) recommend a curious statistics-based method for analyzing the problem. The publication clumsily counsels administrators to understand their local problem by determining how many complaints related to child pornography have been investigated in their jurisdictions.[6]
In subsequent e-mails and phone conversations with the undercover agent, Mahoney expressed interest in engaging in sexual activities with 12 and 13-year-old Thai boys and girls. Mahoney asked the agent to call him to confirm that he would be able to procure the children for sexual encounters with him in Bangkok this week. "This case is yet another disturbing reminder that those who have a sexual interest in children believe they can evade detection and prosecution by committing sex crimes overseas," said Robert Schoch, special agent in charge for the ICE office of investigations in Los Angeles. "Fortunately for the world's young people, foreign authorities and U.S. law enforcement are allied in their resolve to combat this problem and bring the perpetrators to justice." ICE received assistance in the investigation from its attaché office in Bangkok and members of the Los Angeles Police Department's Internet Crimes Against Children Task Force.[15]
In 2002, an Arizona Internet Crimes Against Children (ICAC) Task Force undercover officer posing online as a young girl was contacted by a man who requested a meeting for sex. When the man went to the location where he believed that he would meet the minor he was arrested. Investigators learned that the offender had previously met two girls whom he had victimized and to whom he had given sexually transmitted diseases. In their shame, the girls had never notified their parents of the crimes. The girls' distraught parents only learned of the offenses when detectives informed them of the suspects' confessions (Phoenix Police Department, Report No. 2002-2233604). In some cases, a child's natural curiosity leads them to Internet places where they do not belong, and with sad results.Beginning at the age of 13, a California boy was repeatedly victimized by offenders who met him via the Internet after first seeing his image on a web cam. The boy suffered sexual abuses at the hands of the men who had first contacted him online. Some of the boys Internet acquaintances had assisted him in operating commercial pornography websites featuring sexual images and videos of himself (Eichenwald, December 19, 2005).[6]
1.5. EXPLOITED CHILDREN, MISSING PERSONS
Special Agent Flint Waters of the Wyoming Internet Crimes Against Children Task Force testified before a Congressional Subcommittee that in one case, an ICAC investigator intercepted the Internet transmission of a video showing the rape of a two-year-old child and traced the video to a computer somewhere in Colorado.[6] Web page designer Sonya Marvel of Brandon is not associated with any missing children's organization. For three years she has maintained the Sabrina Paige Aisenberg Web site, dedicated to finding a child she never met. Three months after she started the page, she met Marlene Aisenberg and considers her a friend. As the case erupted and the Aisenbergs were implicated in Sabrina's disappearance, Marvel said, she tried to keep the page neutral.[8]
We want to honor our lost, but, not forgotten women who have died through violence and/or are still missing for over 40 years. We want to demand action from the Premier Gordon Campbell, Attorney General, Public and Safety Minister, and all levels of the government to seek justice, closure, equality and Accountability and ask for a public inquiry into all of these cases we present to them. We want them to stop ongoing genocide and this legacy of "systemic racism" happening in this country. We want Accountability for the children of these women, they are our future leaders and we want them to know that somebody cares.[18] We are demanding a public inquiry for the more than three thousand unsolved cases of missing and murdered women & children in the last 10 years.[18]
Each year, thousands of Canadian children are reported missing. These children are either runaways or victims of parental or non-family abductions.[21]
State and local police (150,000 of whom have received "free" training from the NCMEC and the Justice Department) have conducted identification programs ranging from fingerprinting to placing serial numbers on children's teeth for bodily identification in the event of abduction and murder. In addition to the immediate psychological trauma they inflict on individuals, fear-inducing numbers also have implications for society as a whole. Earlier this year after police came to his child's elementary school to encourage dental IDs, University of Texas criminologist Mark Warr responded, "Now what in the hell are we doing to the children of the United States, teaching them something like that? The probability of being abducted and murdered is less than a million to one, literally.[11]
In 1986, the Solicitor General of Canada declared that May 25 will recognize the issue of children who have gone missing. The Green Ribbon of Hope Campaign was created by students and faculty members of Holy Cross Secondary School in St. Catherine's, Ontario in memory of one of their students, Kristen French following her abduction and subsequent murder in 1992.[21] OPERATION LOOKOUT® is a Charter Member of AMECO Association of Missing & Exploited Children's Organizations. Over the same period, one in ten went missing from the London borough of Hillingdon, which looks after children trafficked through Heathrow. Campaigners for better protection for exploited children have lobbied the Home Office to create a national system of guardianship, but the department has so far resisted their calls. Safeguarding & Specialist Services must ensure that there is a system for centrally collating relevant information relating to all incidents of a child/young person going missing from home, in order to develop a multi-agency co-ordinated response.[1] Head Teachers should inform the EWO and Safeguarding & Specialist Services immediately if a child/young person who fits one of the categories listed above appears to be missing. Where a Health professional has concerns regarding a child/young person/unborn baby's welfare and the child/young person/family/pregnant woman is missing, reasonable enquiries should be made with the GP/Health Visitor/School Nurse to ascertain their whereabouts.[1] If, following the above, the missing child/young person or pregnant woman has not been traced, a Strategy Meeting should be convened within two working days of Safeguarding & Specialist Services being notified that the child/young person/family or pregnant woman is missing.[1]
At least 64 unaccompanied asylum-seeking children went missing from the Health Service Executive's care in the Republic of Ireland in 2004 - 51 of whom are still yet to be found, it was revealed this week.[3] Safeguarding & Specialist Services must ensure that there is a system for keeping and referring to the notifications of children and/or pregnant women who are missing and that duty/intake staff are kept informed.[1]

Renowned child doctor Benjamin Spock, a strong opponent of ID programs, maintained that the emotional trauma resulting from fingerprinting far outweighs any value that might come from the identification effort. In a 1985 Denver Post interview, Spock said that children understand that fingerprints are used to identify the victims of violent death, and that being fingerprinted gives them the impression that "children are being abducted all the time and that this child may be next." [11] Recent estimates of the size of the exploding global criminal market in child pornography are in the multi-billion dollar range. By no objective measure can we claim to be serious or prepared as a nation about stopping what is being done to these children.[6]
Advocates for children agree that more funding for the enforcement of cybercrime is needed (Koch, April 15, 2008, Limited funds hinder child porn fight).[6] Parents do not leave your child unattended, even for a moment. Even older children should not be allowed to roam around town on their own. In our family we have a password, if a stranger walks up (or even someone my son may be familiar with) and asks him to go someplace with them they have to know the password.[20] Grant is only payable if a child arrives alone and has never been cared for. Although local authorities also have a responsibility for children who become unaccompanied as a result of family breakdown after their arrival, they cannot claim grant for these children.[24] There is another dark side to the child abductions. Some children end up in the hands of criminal gangs who force them to work as beggars on the street or to labor in coal mines or at other dark and dirty jobs. Once a supporter of inflated figures, Louis McCagg, director of Childfind, the nation's oldest missing children organization, estimates that 600 children annually are the victims of stranger abduction, not 4,600 as the Justice Department maintains. Even if 440,000 children were missing each year, only a fraction of these cases would fall under federal jurisdiction. "It's sad to say," says John Gill, director of Children's Rights of New York, "but some organizations are exaggerating the figures to make their cause seem more urgent."[11] Ernie Allen, president of the NCMEC, notes that of the 800,000 cases of missing children occurring each year, 99 percent are resolved successfully by state and local police.[11]

Ecpat UK, a charity which campaigns against child prostitution, child pornography and child trafficking believes a system of guardians would reduce the numbers going missing.[12] When a child goes missing, presumably taken by one parent, the other parent can seek orders that will assist in locating their missing child. These orders may include recovery orders or publication orders.[26] Not everyone will have to pass by one of the cameras; the school has multiple entrances. "If it works one time, locates one missing child or saves a child from a sexual attack, I feel it's worth it," said Arpaio, a tough-talking sheriff who has previously gained notoriety for putting prisoners on chain gangs and issuing them pink underwear.[27] An endangered child alert has been issued for a missing 15-year-old. Cultural and religious factors should not be regarded as acceptable explanations for child abuse or neglect, and are not acceptable grounds for inaction when a child at risk of significant harm. Professionals should be aware of and work with the strengths and support systems available within families, ethnic groups and communities, which can be built upon to help safeguard children and promote their welfare. Professionals should guard against myths and stereotypes - both positive and negative - of black and minority ethnic families.[1] Keeping Children Safe Keep your child safe while traveling, and through the holidays.[20] Some children who become the victims of child pornography offenses are too young to phone 911 for police assistance. They cannot call their elected official and they are often too intimidated by the offender to ever tell anyone.[6]
The experience of racism is likely to affect the responses of a child and family to the assessment and enquiry processes and failure to consider the effects of racism will undermine the efforts to protect children from other forms of significant harm.[1] Folklore held that child molesters frequented school yards because that is where the children were.[6] Last night, the BBC quoted displaced persons fleeing from the ongoing hostilities in the Niger Delta between the JTF and militants as having said that military helicopters and fighter jets have been bombing the area and that schools and other buildings in the area are seriously threatened by the assaults. The displaced persons, mostly women and children, said from their refugee camp in Ogbeja village near Warri that several people have been killed while many others have died of hunger.[31] A spokesperson for the HSE said a group was currently reviewing services to unaccompanied minors, "with the aim of achieving efficient processes in the best interests of the children and young people concerned, consistent with relevant legislative and policy provisions". The group is due to complete its work by the end of the year.[4]
According to figures obtained under the Freedom of Information Act, close to 1,000 foreign children were taken into care by local authorities in the eight months between April 2008 and the end of the year. It represents a 90% increase compared to the rate of arrivals over the previous three years. [12]
Bill Treanor, executive director of the American Youth Work Center, testified before the House Subcommittee on Human Resources two years after the NCMEC's 1984 creation that "the truth is that the Justice Department's NCMEC has a desperate supply probleman acute shortage of stranger-abducted children. Desperate to validate the raison d'être of the NCMEC, its leadership is currently engaged in an irresponsible effort to falsely build up the number of cases of stranger -abducted children."[11] Melissa Hawach had retained lawyers in Lebanon, Canada and Australia, and had been told that similar cases in the country had favored the wronged spouse, despite the fact that Lebanon was not a party to an international treaty on the return of abducted children. She later learned that the process could drag on for as long as two years in Lebanese court, said Morgan.[25] The majority of these children are safely recovered but unfortunately, some cases remain open for years.[21]
Each time, children and teenagers from all 27 Member States of the EU were invited to create a poster illustrating the "theme of the year". Each time, the competition aimed not only at encouraging young participants to perceive and express the idea of protecting, respecting and promoting people's rights in general, and children's rights in particular, but also at increasing their awareness of EU actions in this field.[16] My four children and grandchildren live in the area, we phone each other two or three times a day. We've tried not to let this blight the lives of the younger grandchildren, but it's always there.[32]
According to an analysis of the Justice Department figures by the Statistical Assessment Service, an independent organization that examines research findings, 19 percent of the "lost" children misunderstood parental instructions; another 12 percent forgot the time. In all, 73 percent of those lost were home within 24 hours. Among runaways, STATS reports, half returned home within two days, and 73 percent of parents were aware of their child's location. Those most closely associated with missing children also dispute the attorney general's claims.[11]
The center works closely with the Justice Department, the Customs Service, the U.S. Postal Inspection Service, and other government agencies, and has been described by Treanor as a "wholly-owned and controlled subsidiary" of the Office of Juvenile Justice. Though the center maintains its official status as a private organization, it receives $3 million annually, nearly half (45 percent) of its budget, via a grant from the Department of Health and Human Services. The center's funding depends upon its political appeal in Congress and appearance of necessity to the public: High numbers of missing children seem to justify the center's continued funding with federal tax dollars.[11] Coverage up to $100,000 can be pur chased, and the minimum premium is $5,000. Overestimated figures and public insecurity are very powerful means of inflating demand for such services. Treanor maintains that "groups such as Child Find, Contact Center, and the National Child Safety Council can do the job better, cheaper, and without the kind of nauseating self-promotion campaign which has become the number one priority of the NCMEC."[11] Suspected child sexual exploitation or missing children may be reported to the National Center for Missing & Exploited Children, an Operation Predator partner, at 1-800-843-5678 or www.cybertipline.com.[15]
Gibbons warned that some of the missing children could be working illegally in the Republic and that others could be at risk of sexual exploitation. Alan Corbett, national clinical director at children's charity Children at Risk in Ireland, added that some of the missing children may have been sexually abused in their home countries, making them more likely to be abused again. A spokesperson for the Garda denied that missing Irish children were considered more important, arguing that whether the child was an asylum seeker or Irish made no difference to the amount of publicity they would try to generate.[3]
The National Center for Missing and Exploited Children was created in 1984 by John Walsh, whose 6-year-old son, Adam, was kidnapped in 1981. Caseworkers at the center provided the technology that developed the photograph of what Sabrina might look like today, based on her features as a baby and the features of her older sister. Both centers stay in contact with law enforcement authorities and with the families of missing children. Their main objective is to disseminate photographs and information and to take in tips through their Web sites and toll-free numbers.[8]

For the fifth consecutive year, the European Commission is supporting the International Missing Children's Day on 25 May, organized by the European Federation for Missing and Sexually Exploited Children. The main purpose of the International Missing Children???s Day is to encourage people to think about all the children still missing in Europe and around the world, as well as to spread a message of hope and solidarity at international level to parents who have no news about their children and do not know where they are or what has become of them.[16] The president greeted the schoolchildren and praised the personnel who dedicate themselves to the children???s education and welfare. For some Chinese parents, however, Children???s Day only reminds them of their deepest sorrow. The European Commission has long been concerned about the protection of children and young people inside and outside of Europe. It therefore takes part in this day by distributing to its entire staff the "forget-me-not" flower with an information note.[16] The quiet collision of young people and sex offenders on the Internet has resulted in a desperate but sometimes purposefully ignored cyber-struggle for the protection of children. Those who abuse minors make extensive use of computers and the Internet.[6] A five-month-old baby, named Jordan Barnes, was also among the children. He was transferred from a hospital in New Orleans to Baton Rouge General Hospital due to Katrina but his mother's whereabouts were unknown. For those unable to access Internet in areas where Katrina knocked out electricity, the center has set up a telephone hotline (888-544-5475) for families separated during the hurricane which hit last Monday and in the flooding and chaos which followed.[34] The committee also called for the Department for Children, Schools and Families (DCSF) to assume formal joint responsibility with the Home Office for unaccompanied asylum-seeking children.[12] Education authorities have a legal responsibility to ensure that education is available for all children of compulsory school age in their area, irrespective of the child's immigration status. They are entirely supported under the Children Act 1989, which is maintained by the Department of Health. The Local Authority in all its functions has a corporate parenting responsibility for them.[24] Statutory guidance on making arrangements under Section 11 of the Children Act 2004 to safeguard and promote the welfare of children sets out the Local Authority responsibilities for homeless families.[1] Some families who have experienced homelessness and are placed in temporary accommodation by Local Authorities under the main homeless duty can have very transient lifestyles. It is important that effective systems are in place to ensure that the children from homeless families receive services from health and education as well as any other specific types of services because these families move regularly and may be at risk of becoming disengaged from services.[1]
The specific needs of mixed parentage and refugee children should be given attention, in particular the need for neutral, high quality, gender appropriate translation or interpretation services for children and families whose preferred language is not English.[1] Such children will need legal advice which can be obtained free from the Refugee Legal Centre, Immigration Advisory Service, or Law Centre (Northern Ireland).[24]
If the child/young person remains untraced, consideration should be given to making a referral to Safeguarding & Specialist Services for Initial Assessment of need and, if necessary, child protection enquiries.[1] The NCMEC offers a na tional computer network, access to the FBI's "missing person" and "wanted person" files, public service announcements, photos, posters, and training for law enforcement officers.[11]
Head Teachers should inform the Education Welfare Officer (EWO) about any child/young person who has not attended school for ten days without provision of reasonable explanation. The EWO should make reasonable enquiries, such as home visit, liaison with Safeguarding & Specialist Services or Housing and notify the school if it appears that the child/young person has moved out of the area. The EWO should contact the School Nurse for information and should inform her if it appears the child/young person has moved out of the area.[1] If the child/young person is the subject of court proceedings or a court order, Corporate & Legal Services must be informed. Safeguarding & Specialist Services must contact all local agencies/professionals, including Education and Health, who are involved with the child/young person to inform them of the situation and to seek any information that may assist in the search.[1]
We may not consider dispersal of a former unaccompanied child appropriate if, for example, the young person is in full time education or has younger siblings remaining in the care of the local authority.[24] If you cannot find your child, immediately report your child missing to your local law-enforcement officers.[20] "We welcome the demand made by the select committee," said Chris Beddoe, chief executive of the charity. Anxiety about being accused of racist practice should not prevent the necessary action being taken to safeguard and promote a child's welfare. Careful assessment - based on evidence - of a child's needs, and a family's strengths and difficulties, understood in the context of the wider social environment, will help to avoid any distorting effect of these influences on professional judgments. All children whatever their religious or cultural background must receive the same care and safeguards with regard to abuse and neglect.[1] Children and teens are disenfranchised from social and political power. They are unable or unwilling to express their needs for Internet safety.[6] Placement in temporary accommodation, often at a distance from previous support networks or involving frequent moves, can lead to individuals and families falling through the net and becoming disengaged from health, education, social care and welfare support systems. Children who come to the attention of statutory and voluntary agencies may need to have their needs assessed as a result of a transient lifestyle.[1] Working in a multi-racial and multi-cultural society requires professionals and organisations to be committed to equality in meeting the needs of all children and families, and to understand the effects of racial harassment, racial discrimination and institutional racism, as well as cultural misunderstanding or misinterpretation.[1]

During the past years, around thirty Directives, Framework Decisions, Proposals or Green Papers have been adopted under several EC policy areas and with children as principal target, notably related to family reunification, parental responsibilities, trafficking in human beings, sexual exploitation, children in armed conflict, safety of toys, paediatric use of medicinal products, etc.[16] At the end of 4 years, the applicant may apply for indefinite leave. We normally grant this unless there are specific reasons against it, for example a criminal conviction. Unaccompanied children granted 4 years ELR may therefore generally expect to be allowed to remain in the UK permanently after the 4 years has expired, provided that they apply for ILR shortly before their 4 year ELR stay expires. At this stage caseworkers will consider the safety of return.[24] The committee heard evidence from the Refugee Children's Consortium, which argued that more emphasis was put on immigration control than on children's welfare. This, the consortium said, was partly due to the fact that unaccompanied asylum-seeking children are the only group of children in the UK for which responsibility lies entirely outside the DCSF's remit.[12] The College of American Pathologists reports that 200 unidentified children, dead from all causes including accident and disease, are buried annually. The same brochure claims that one in four female children and one in 10 male children will be raped or sexually assaulted by the time they reach adulthood.[11]
For offenders, disenfranchised children are perfect victims partly because the crimes are invisible to law enforcement and children are powerless.[6]
Unfortunately, because the victims of crimes against children cannot complain, using the suggested methods to evaluate child pornography crimes based on local crime statistics is an invalid over-simplification. Unlike spectacular crimes and incidents involving crashes, explosions, shootings and widespread newsworthy bloodletting, the evil offenses against children are committed in dark and private places by offenders who often psychologically control or humiliate their victims into silence.[6]
Child victims of Internet sex crimes cannot summon assistance the way other victims can. They cannot adjust agency manpower, set policy or change regulations for their benefit. They cannot notify their local elected official. They cannot form a citizen-action group and they cannot vote. All they can do is suffer and hope. Hope that someone will pick up the cause and summon the sustained resolve to overcome legal, systemic, societal and psychological hurdles to help them.[6]

Such considerations would represent a step towards a new paradigm in policing. The paradigm begins by recognizing the rights of children to be safe from offenders who use cyberspace to gratify their sexual desires.[6] Internet crimes involving unlawful images of the sexual abuse of children are now widespread and the number of images and videos available via cyberspace is probably incalculable.[6]
Investigators noted that in some cases, ISP's retained no information whatsoever, leaving investigations to a dead end. A small survey of law enforcement investigators in 2006 showed that the number one need of those who investigate Internet crimes against children was for improved responses from Internet service providers.[6] Law enforcement basic training academies need to recognize Internet threats by providing a block of instruction regarding Internet crimes against children for entry-level employees.[6]
Crimes against children are the most reviled types of investigations for law enforcement officers. While respectful of the need to bring offenders to justice many officers say, "I could never work those kinds of crimes."[6] Citizen Internet users may be willing to designate a dollar from their monthly Internet service bill to be dedicated specifically towards the investigations of crimes against children. Those funds could then be used to hire and train more investigators dedicated specifically to the job of identifying and apprehending offenders who use the Internet to commit crimes against children.[6] In cases involving unlawful images and videos, the crimes against children facilitated by the Internet are sometimes so horrible that the news media is unable or unwilling to fully describe the incidents.[6] Today, using undercover techniques and the Internet, investigators can seek out and identify abusers. Although these are the greatest advancements in the history of crimes against children, law enforcement still cannot take full advantage of the innovations. Proactive undercover methods can identify those who lure and entice minors towards sexual abuse.[6] What can be done to improve law enforcement efforts towards apprehending Internet sexual predators and traffickers of unlawful images? How can funding be identified for more investigators to fight Internet crimes against children? Here are several suggestions.[6] Local law enforcement resources at the state, county and city levels are drawn to homicides, sex assaults, gangs, drugs, burglaries, property crimes and other offenses of legitimate local importance. Those who fight Internet crimes against children are often overlooked under funded and understaffed.[6] Few law enforcement agencies have staff who are devoted full time to proactive enforcement of Internet crimes against children.[6]

The paper explores legal, systemic, societal and psychological hurdles related to Internet crimes against children and suggests a new law enforcement paradigm that better recognizes such crimes.[6] Internet crimes against children are a troubling afterthought for many law enforcement agencies.[6] Law enforcement investigators who are generalists and who must also carry caseloads involving other types of crimes are unable to conduct extensive undercover investigations involving Internet crimes against children.[6] Crimes against children were only added to Federal law enforcement duties in the mid 1980s, and Internet crimes against children only began to rise in the late 1990s.[6] Because of competing priorities, Internet crimes against children have received relatively little attention from federal law enforcement agencies.[6]
The Department of Justice's Internet Crimes Against Children (ICAC) Task Force program received about $14.5 in fiscal year 2006. That is less than one-fifth the amount proposed for a new initiative to help former prisoners reintegrate into society.[6] The battle cry must become NOT WITH MY CHILD!--You don't. Our goal is to reach another million HEARTS for missing kids! Our goal is to help find at least 1,500 more missing children this year alone.[10] The history of missing children as a public issue is marked by inflated figures, often promul gated by organizations with an interest in scaring the public. Ten years ago, at the height of the missing children scare, The Denver Post ran an article detailing how "the inflated numbers them selves are damaging the lives of millions of parents, affecting how they feel about their children's safety and what they should teach their children about the society they live in."[11] I would encourage this girl's family to contact Team Hope at 1-866-305-HOPE. Team Hope is an organization of parents of missing children helping other parents of missing children. They can offer trememdous support and worthwhile suggestions. They are directly responsible for finding my daughter a few years ago.[28]
''I know the pain of losing a child, but I only had to go 65 days,'' said Marc Klaas, an advocate for missing children whose 12-year-old daughter, Polly, was kidnapped and murdered in California in 1993. ''This is probably the most excruciating personal decision the Patz family has ever had to make. It is making an admission they have fought against for so many years.''[7] The 19th of March marked the 16th birthday of Sarah Benford. It was a hard day for her family, for Sarah, one of the first children to be featured in the Tesco missing children campaign, is still missing. Since April 2000, there has been no contact with her, no call out of the blue to let them know she is OK.[32]
Lebanese security officials said Sunday that the whereabouts of Melissa Hawach and her two daughters are still unknown. It was not known whether the woman and her daughters had left Lebanon via an illegal land crossing at the border with Syria, the officials said, speaking on condition of anonymity because they are not authorized to speak to the media. Hawach's estranged husband, Joseph Hawach, had taken the girls to Lebanon from where his family originally hails without her permission, said Rhonda Morgan, executive director of the Missing Children Society of Canada. Morgan said Sunday she was waiting to hear from Melissa Hawach adding that she wanted her daughters back in Canada by Christmas. "That was the goal," she said. Catherine Gagnaire, a spokeswoman for Canada's Foreign Affairs Department in Ottawa, said it had been providing assistance to Melissa Hawach since July but did not know whether they still had contact or whether they were returning to Canada. Joseph Hawach had secured his estranged wife's approval to take the children to visit his family in Australia in July and was to return the girls to Melissa, who has custody, in August. Near the end of the vacation, her husband stopped answering her calls. She called her in-laws and was told by them that he had left the country and would not be returning with the girls, Morgan told The Associated Press. "That started a huge search. At first we didn't know where they were.[25]
With the hope of speeding along the process, Melissa Hawach, who had traveled to Australia twice since the girls disappeared, left for Lebanon in the middle of December and checked into the same hotel. She spent several days watching the girls from a distance as they played with other children in the compound and, upon learning that the surveillance team she hired was returning home for the Christmas holiday, decided she could not leave without the girls, according to Morgan. Morgan added that Melissa Hawach decided she would approach the girls and, if they wanted to come with her, would take them to the Canadian embassy in Lebanon. "She went to the hotel and, when the girls came down, she called out to them and they apparently ran to her," said Morgan, citing testimony from unidentified witnesses at the hotel. She then took them away in a waiting vehicle, said Morgan. The officials said the New Zealander and Australian who helped Melissa Hawach recover her daughters are still in Lebanese police custody for their alleged role in the kidnapping of the two children without their father's knowledge and attempting to leave Lebanon after finishing their job.[25]

Private access to FBI records raises serious questions for privacy rights, and though Allen emphatically denies the formation of a national database, centralization of informa tion and technology brings such a possibility closer to realization. Allen favors a policy of requiring polygraph tests for parents reporting missing children, to avoid incidents such as the Susan Smith case.[11]
The intent of the effort was to create a national resource." Although the NCMEC has backed off some of its mid-'80s scare tactics, it still responds to clear incentives to make the missing children problem appear as large as possible. While the NCMEC is a "private, nonprofit" organization, its existence is federally mandated by the Missing Children Assistance Act of 1984.[11] The campaign runs the entire month of May and is designed to draw national public awareness to the issue of missing children in Canada. The Green Ribbon is a symbol to remember missing children and to seek their safe return.[21]

Limit access to your home until law-enforcement officers arrive and are able to collect evidence. Give law-enforcement officers all the information they request about your child, and be sure to give them any information that could help in the search.[20] Search your home and check with relatives, neighbors, and friends to try and locate your child.[20]
If Japan were a signer, perhaps Sean would be home by now, as that would mean that Japan recognized child custody agreements in other signing countries. He is my grandnephew, and Carl my nephew. Carl has continued to show his patience and reasonableness, throughout this nightmare time, but we would all rejoice at resolution of this problem.[5] Most people are aware of David Goldman's fight to find his son Sean. According to SEATTLEPI.COM, there is now a fight for another Sean but this time it doesn't involve the Hague Convention on International Child Abduction. It does involve an International Abduction as??Carl Hillman's son was abducted by his ex-wife and taken to Japan.[5] If your child is less than 18, then you need more time with the child. After that age, they develop more friendships and their attention and focus is on other people.[33]
Move on with your life and at the same time be available to your child just in case she/he needs you. If you have found a new woman to love, just be sure that she is comfortable with you having this responsibility. She should accept you and your child as a package.[33] You have the guilt and at the same time you wish you could be with your child always. My advice to you is to accept this reality. Just enjoy the times that you spend with your child, let him or her know that you will be around if she or he needs you.[33]
No child deserves to live with one. No child expects to be lured by one, yet daily, young lives are changed forever because of exploitation and abduction, the very worst abuses that destroy the soul, and the abusers need to be put where they really belong--behind bars.[10] There seems little hope of stemming the steady stream of unsolved child abductions as long as there remains a high demand, which is partially attributed to the state???s birth control system and one-child policy. If a couple???s child is not healthy, or if they have only a girl, they may resort to buying a child.[2] United States law enforcement sources estimated approximately 3.5 million known child pornography images online (U.S. House of Representatives, January 2007).[6] As of the date of the hearing (April, 2006), to Mr. Waters' knowledge, the child in the video had not been identified (U.S. House of Representatives, January, 2007). Internet service providers, credit card companies, social networking sites, gaming sites, providers of chat rooms, e-mail services and those who advertise in Cyberspace are all among the facilitators who are caught in the middle of the Internet crime problem.[6] IND contacts the responsible social services department (and also the police if there is reason to believe the child may be a victim of trafficking/prostitution).[24] The Strategy Meeting must include representatives from Safeguarding & Specialist Services, Police, Health, Education (if a school-age child) and any other agency that has current or recent involvement with the child/young person/family or pregnant woman.[1] Where notified of a child in any of the circumstances listed above, Safeguarding & Specialist Services must inform the relevant Police and Police Vulnerability Unit without delay.[1]
1.7. CHILD PORNOGRAPHY, CHILD PROTECTION
In cases where an abducted child??? s real parents cannot be identified, the police tend to let the buyers keep the child until the real parents are located. [2] Following any child protection ( s47 ) enquiry, there must be inter-agency liaison to agree the next steps. This must include consideration of whether it is necessary to hold an Initial Child Protection Conference or, in the case of a child subject to a Child Protection Plan, to bring forward the Review Child Protection Conference.[1] The NCMEC, a prominent task force member, was founded in 1984 amid the hysteria created by a series of highly publicized child abductions, including the Adam Walsh case.[11]
In August 1994, Preferred Contingency Insurance Services (PCIS), a Beverly Hills insurance company, began to offer non-custodial child abduction coverage, underwrit ten by Lloyds of London.[11] Its role is to provide independent guidance and support to ensure that the child is aware of his/her rights and the services to which he/she is entitled throughout the asylum process.[24] The letter should be sent to the Custodian of the Child Protection List for distribution to the other Child Protection List Custodians in the specified areas, who in turn should circulate within Safeguarding & Specialist Services and to local agencies.[1] Reporting of child pornography by electronic communication service providers.[6]
The social services department contacts IND ( Fax. 020 8760 3105 ) IND amends the case record to show that the applicant is an adult asylum seeker and informs the social services department, who arranges to send/direct applicant to NASS to apply for support.[24] IND issues an Application Registration Card (ARC). In some cases (by agreement and depending on age and risk) IND direct applicants to social services rather than escort them. If social services disagree with IND's assessment and say the applicant is an adult as claimed, IND treats the applicant as an adult asylum claimant and refers him or her to NASS if support is required.[24]
If the parents/carers do not agree to the child/young person being interviewed in private, the Social Worker should discuss the circumstances of the case with his/her Manager and, if thought necessary, legal advice sought.[1]
Etan's death, even if determined only by the stroke of a judge's pen more than two decades later, would mark a wrenching turning point in an ordeal that has forever changed the way Americans look at boys and girls gone missing. Although Leanna went missing four years ago, I want you to remember Shawn Hornbeck, who was held captive in the clutches of a violent pedophile for four years waiting for someone to rescue him.[20]
In years past, law enforcement had to wait for reports of child abuse before investigations could begin.[6] Helpless child victims of some sex offenders cannot summon the assistance of law enforcement.[6] The sting operations do little to quell the onslaught of Internet predators and in some cases make the work of undercover officers more difficult. The cybervigilantes often make the offenders more wary as the predators later demand more proofs from UC officers, asking the officers to show that they are not with law enforcement or the media before completing the criminal act.[6]
The Internet is the new proverbial schoolyard. Cyberspace provides a ready hunting-ground for those who seek children.[6] Jefferson refers to the discovery of "new truths." One of the new truths discovered in the exploration of cyberspace is that the Internet is a conduit of both good and evil. Jefferson may have opined that constitutionally protected rights to free expression are in question when they permit the rights of children to be horribly violated.[6] At risk are the under-represented Fourteenth Amendment due process rights of children who have no socioeconomic power. Those who assert Constitutional protections should review the words of Thomas Jefferson.[6]
